CMAS Contract And The Things To Know About It

By Jerry Rogers

The Federal Supply Service or the FSS of the General Service Administration or the GSS are operating the federal schedule. This program of FSS gives contracts and catalogs, also usually called as the federal supply schedule, that reflects the contracts. In order to avoid public bidding processes, the government buyers place their order directly with vendors possessing schedule contract using these.

Most federal supply schedules are MAS or Multiple Award Schedules that grants contracts to two or more contractors for same or similar products or services at the same or similar prices. Multiple award refers not to the quantity of customers requesting from the contract but the quantity of contractors getting the award from a negotiation process or common bid. The following are some of the information regarding California Multiple Award Schedule or California CMAS contract.

You can look for a CMAS contractor on the website if you are an agency of the government that is looking for one. When you want to request a copy of their contracts, they are contractually obliged to do so. The CMAS products and services, which both include information technology and those that are not, are limited only to 15 per contractor.

Now all services and products are available or obtainable through CMAS program. Works that involved licensed professionals like engineering, architectural, land and environmental are examples of these. Another set of examples are public works like erection, construction, alteration, improvement and repair of public structures.

Financial audits and legal services need to be approved by the respective officials who are charged to do it. Written approvals are required that states the reason for acquiring the service offered by the contractor. There are also other specific requirements to be met as well.

The pricing that is stated by GSA must be based of the CMAS pricing. These were determined if the offered prices are reasonable and fair by comparing it with the prices offered to their commercial customers. In this way, the GSA pricing will remain competitive when contract prices are linked to commercial practice.

The State of California establish contracts basing on the previously bid services, products and pricing that were offered and awarded by a GSA schedule and not by competitive bid process. They use a nondependent California contract and not a GSA authorized FSS for the similar or same things offered. The contractor will be marketing and distributing them once they are awarded and will be providing quarterly reports on their sales transactions.

The term of the contract starts upon its award and ends on the date referenced on the GSA schedule. But with a three month extension given to allow for processing extension or renewal. Although extensions or renewals do not automatically occur when the GSA schedule term is extended or renewed.

Applying for CMAS does not require a fee. Sales made to State agencies by the contractors does not have a fee while a 1 percent fee must be paid to the local government agency. California certified small business contractors need not pay any administrative or incentive fees.
